Nearly six years after Hubbs-SeaWorld Research Institute was forced to abandon a promising proposal to create a commercial-scale fish farm five miles off Mission Beach, the institute and a private investment group have put together an even more ambitious aquaculture proposal just slightly closer to shore. It deserves a better fate.
